Matthew E. Luallen is a well-respected information security professional, researcher, instructor and author. Mr. Luallen serves as a Co-Founder of Encari, a critical infrastructure information security consulting company. He consults with both governmental and commercial sectors, including a multi-client base of public utilities and other power market organizations, national laboratories, financial institutions, and law enforcement. He has written, consulted and trained extensively on process control and SCADA security issues. He worked with utilities and regional reliability organizations on compliance with first the NERC 1200 standard, and in recent years with NERC CIP. For NERC CIP, he has performed gap analyses and developed and implemented remediation strategies across all of the standards and a wide variety of Critical Cyber Assets. Prior to incorporating Encari, Mr. Luallen provided strategic guidance for Argonne National Laboratory, U.S. Department of Energy, within the Information Architecture and Cyber Security Program Office.
In an effort to promote education and collaboration in information security Mr. Luallen is an instructor and faculty at several institutions. Mr. Luallen is adjunct faculty for DePaul University instructing the Computer Information and Network Security Masters degree capstone course. He is also a certified instructor and CCIE for Cisco Systems instructing security technologies such as firewalls, intrusion prevention, virtual private networks and general secure information architecture. As a certified instructor for the SANS Institute Mr. Luallen teaches infrastructure architecture, wireless security, web application security, regulatory and standards compliance, and security essentials. Mr. Luallen is a graduate of National Technological University with a Master's Degree in Computer Science, Mr. Luallen also holds a Bachelor of Science degree in Industrial Engineering from the University of Illinois, Urbana.

Steven is also the Founder and President of Eclipsecurity, LLC, a full-service information security consulting firm that provides consulting services for healthcare organizations, professional and financial services firms, retailers, software companies, manufacturers, and energy and utility companies. Prior to co-founding Encari and founding Eclipsecurity, Mr. Hamburg’s most notable professional experience was when he was a Senior Manager with Deloitte. Steven was consistently among the top billable consultants and top sales performers in the nation, and was an international thought leader in many areas of information security, including identity and access management, corporate security policy management, information classification and control, encryption, business continuity planning and disaster recovery, application and network security, legal and regulatory compliance, and data privacy. Steven has published several articles and has delivered many speaking engagements covering a variety of information security topics. During Steven’s tenure as an information security consultant, he has directly provided consulting services for several Fortune 100 companies. Steven has provided instruction for DePaul University in support of its Master of Science in Computer, Information and Network Security program. Steven is a licensed professional civil / structural engineer. Steven is a graduate of the University of Louisville Speed Scientific School with a Master’s Degree in Civil / Structural engineering. Steven also holds a Bachelor of Science degree in Civil Engineering from the University of Louisville Speed Scientific School. |
